Voices of Florida Women

In 2025, the Commission partnered with the University of North Florida Public Opinion Research Lab to develop a statistically sound survey methodology. The goal of the survey was to identify key issues facing women, understand the critical needs women and their communities perceive as important, build trust with constituents, and highlight the diverse viewpoints of all segments of the population from across the state.


Executive Summary


The goal of this study is to identify key issues facing women, understand critical needs women and their communities perceive as important, build trust with constituents, and highlight the diverse viewpoints of all segments of the population from across the state. In particular, the study places a special focus on women between the ages of 18 and 24, a population previously underrepresented in research.

This report serves to inform the FCSW about the top issues, barriers, and challenges affecting Florida women. In order to best accomplish this, PORL conducted a survey of women across the state, asking about their most important and impactful challenges. Key findings from the survey are as represented in the infographic.


Methodology


This survey used a dual-frame web design, using a combination PORL’s proprietary online panel and a commercial panel provider. Unique survey links were distributed to PORL panel respondents two ways: first via email, followed by text message if there was an available phone number. In addition, anonymous survey links were distributed by MSG, a third-party survey research and sample provider. Data collection took place between February 20 and March 11, 2025. The final sample consists of 1,208 Florida women 18 years of age or older, including an oversample of women aged 18 to 24 (n = 306).
